2019 was a year of significant dispute in Toronto as development proponents, industry members, planning experts, community advocates, and municipal and provincial politicians held competing visions of how to address the city’s needs in an environment of rapid growth and simultaneous provincial austerity (and a desire to keep taxes low). The year was marked was by major disagreements around planning policies, funding priorities, governance structures, and the overall direction the city should be going in, as issues related to housing supply and affordability, public transit planning and road safety continued to be at the core of planning decisions and challenges.
