A draft land needs assessment (LNA) determining how much land is required to accommodate Hamilton’s anticipated population and employment growth to 2051 has found that an expansion of the urban boundary into undeveloped whitebelt lands is needed. But environmental groups say the city’s intensification targets are too weak, and that future growth can be accommodated entirely within the existing built-up boundary of the city.
