The Town of Whitby is taking steps to give itself an added measure of control and oversight when it comes to small-scale infill housing projects, after having
received a significant number of complaints from residents regarding adverse impacts of this type of construction project since the introduction of Bill 23 removed site plan control for small-scale infill from municipalities.
